  1. Usage: WINDOW CREATE
  2.   Creates a new ircII window by either opening a new 'screen' window
  3.   or 'xterm' window depending on the environment.  'screen' is a 
  4.   popular program which allows multiple windows to be recalled under
  5.   unix and displayed one at a time on even a vt100 terminal.
  6.   The X environment is a graphical interface for high resolution
  7.   monitors usually attached to UNIX machines.

  9.   Currently, all xterms must be the same size as each other.
